Used billing inquiry from my website that contains content provided by Portal Server - getting the following error message: "Could not get billing information: There was no endpoint listening at http://pvm-pstest1/BillingService/PhoenixLinkBilling.svc that could accept the message."

What should I look at to resolve this problem?
